A spokesperson for the U.S. mission to the United Nations declined to comment when asked about the impending votes. The Brazilian draft condemns the Palestinian militant Hamas for its attacks on Israel, while the Russian draft does not name Hamas, which attacked Israel on Oct. 7. Without naming Israel, the Brazilian text also calls for the rescinding of the Israeli order for civilians and U.N. staff in northern Gaza Strip to relocate to southern Gaza.

On Monday, rocket-warning sirens sounded in several towns in southern Israel, the Israeli military said. Authorities in Gaza said at least 2,750 people had so far been killed by the Israeli strikes, a quarter of them children, and nearly 10,000 wounded. But Israeli Prime Minister Benjamin Netanyahu's office said in a statement: "There is currently no truce and humanitarian aid in Gaza in exchange for getting foreigners out." Gaza authorities said more than 2,200 people have been killed, a quarter of them children, and nearly 10,000 wounded. On Friday, the Israeli military told residents of the northern half of the Gaza Strip, which includes the enclave's biggest settlement, Gaza City, to move south immediately. Hamas told people not to leave and says roads out are unsafe. Israel says Hamas is preventing people from leaving in order to use them as human shields, which Hamas denies. The only route out of Gaza not under Israeli control was a checkpoint with Egypt at Rafah.

NBC News, citing a Palestinian official, reported the Rafah border crossing would open at 9 a.m. on Monday. U.S. government officials say they are mobilizing to help alleviate the humanitarian crisis in Gaza, anticipating a brutal ground offensive. Washington is also focused on avoiding a spillover of the conflict, especially with clashes with Lebanon escalating on Israel's border. Israel's military, which has massed tanks on Gaza's border in preparation for a ground offensive, says it is targeting Hamas and its infrastructure in response. Israeli military chief Lieutenant General Herzi Halevi told soldiers near the Gaza border they would be entering Gaza to root out Hamas, targeting "every place, every commander, every operator."

The newest U.S. aircraft carrier - and the world's largest - is already in the eastern Mediterranean and set to be joined by a second U.S. aircraft carrier in the next 10 days. While the White House says there are "no plans or intentions" for their use, it means U.S. military assets would be in place to provide air support to protect U.S. national security interests if needed. The U.S. also has an array of bases in the Middle East with troops, fighter aircraft and warships. "That said, we take our national security interests seriously and we have ample military force in the region to protect and defend those interests as needed," Kirby added. Any decision to launch military action in the Middle East would come from U.S. President Joe Biden, a Democract, himself.
